Meet Siobhán ONeill

I established Engagement Specialist Ireland to help organisations strengthen engagement, improve services and ensure the people they serve have a genuine voice in the decisions that affect them.
With over 15 years' experience in community development, tenant engagement and service improvement, I provide independent consultancy, training and facilitation across Ireland.
While my expertise has been developed through extensive work within the social housing sector across Northern Ireland and the Republic of Ireland, the principles of meaningful engagement, participation and service improvement apply across many sectors.

Throughout my career, I have had the privilege of working alongside a wide range of individuals, organisations and communities, including people with learning disabilities, those experiencing mental health challenges, members of the Deaf Community, post-primary educational institutions and, most recently, the social housing sector.

Over the years, I have built strong relationships with organisations and communities, helping people influence the services they receive through meaningful engagement, collaboration and co-production.

After almost a decade with Supporting Communities, I took the opportunity to establish ESI Consultancy.

My aim is simple: to provide organisations with independent, practical support that helps strengthen engagement, improve services and build lasting relationships with the people they serve. Working independently allows me to bring an impartial perspective to every project.

Whether I am facilitating a workshop, reviewing a strategy, consulting with tenants or supporting organisational change, my role is to create a trusted environment where people feel comfortable sharing honest views, organisations gain meaningful insight, and together we can identify practical ways to improve services.

I hold a BA (Hons) in Community Studies and Business Studies, which complements the practical experience I have gained throughout my career and continues to inform my approach.

One of the things I enjoy most about my work is getting to know the people behind every organisation. Every project is different, and every conversation brings new ideas, perspectives and opportunities to make a positive difference. Building strong relationships is at the heart of everything I do, and I genuinely enjoy working alongside people to turn good ideas into meaningful action.

While I work primarily with housing associations and approved housing bodies, I also support public, community and voluntary organisations seeking independent expertise in engagement, participation and organisational development.

Whether you are looking for an experienced facilitator, an independent consultant or a trusted trainer, I would love the opportunity to work with you and help you achieve your goals.

Every organisation is different, but my approach remains the same: listen first, build trust and work collaboratively to create positive, lasting change.
